Dean
Susan H. Fuhrman
Dr. Susan Fuhrman is the Dean and George and Diane Weiss Professor
of Education at the Penn Graduate School of Education. She is
also Chair of the Management Committee of the Consortium for Policy
Research in Education (CPRE). CPRE conducts research on state
and local education policies and finance, bringing together the
resources of Penn, Harvard, Michigan, Stanford, and the University
of Wisconsin-Madison. The Consortium receives significant funding
from the Office of Educational Research and Improvement of the
U.S. Department of Education.
Dr. Fuhrman received bachelor's and master's degrees in history
from Northwestern University, and a Ph.D. in political science
and education from Columbia University. She has written widely
on education policy and finance; among her edited books are From
the Capitol to the Classroom: Standards-Based Reform in the States
(2001), Designing Coherent Education Policy: Improving
the System (1993), and Rewards and Reform: Creating Educational
Incentives that Work (co-edited with Jennifer O'Day, 1996).
Among her many international and U.S. professional involvements,
Dr. Fuhrman is a Member, Board of Trustees of the Carnegie Foundation
for the Advancement of Teaching, a member of the Board of Public/Private
Ventures and a member of the Coca-Cola Council for Corporate and
School Partnerships. She is also a member of the Research Grants
Council for the University Grants Commission of Hong Kong and
a Counselor to the Shanghai Municipal Education Commission. She
is a former Vice President of the American Educational Research
Association, and serves on the editorial boards of Educational
Evaluation and Policy Analysis, Education Policy and
the American Education Research Journal. Her research interests
include state policy design, accountability in education, deregulation,
intergovernmental relationships, and standards-based reform.
